The 3-hour work cycle is one of the principles practiced in Montessori classrooms (3-year-old children onwards) all over the world.
I have personally also seen the benefits of focus and concentration in young children. In fact, my kids are so used to the work cycle that even on many holidays they first finish all their work from 9 am to 12 noon and then get to play.

I think this depends on the type of person you are – I’ve recently read a very interesting article about the owls vs early risers, and how that makes a difference in when we should do deep work. As an early riser myself I agree with your quote, but I can’t help but feel sorry for all the owls out there that are misunderstood as not motivated enough only because they are not productive in the mornings.
